RENOVATIONS TO THE BRANFORD POLICE HEADQUARTERS

LEGAL NOTICE / ADVERTISEMENT FOR BIDS RENOVATIONS TO THE BRANFORD POLICE HEADQUARTERS BRANFORD, CT

1. Downes Construction Company, LLC acting as Construction Manager at risk (CMR) on behalf of the Town of Branford will receive one original and one copy of bids for the individual bid packages identified in the Bid Documents and as indicated below for the Renovations to the Branford Police Headquarters at 33 Laurel Street, Branford, CT. Sealed proposals will be received by Downes Construction for the Town of Branford, at the Finance Department, Attention Purchasing Clerk, 1019 Main Street, Branford, CT 06405 by THURSDAY, October 24th, 2024 AT 2:00PM.
2. The work consists of the selective demolition and renovation to the existing 24,375 SF Police Headquarters Building and separate firing range, reconfiguring of department areas with new finishes, new elevator, mechanical systems and upgrades to FP, Plumbing, Electrical & Technology systems. Sitework consists of new utilities, drainage, revisions to parking areas, access drives and site improvements. The CMR will issue defined scopes of work for Divisions 2 through 33.
3. BIDDING REQUESTS FOR INFORMATION (RFI) ‐ Questions concerning bidding procedures, bidding documents and construction procedures of this bid Questions regarding the work or bid shall be made in writing and directed via e‐mail to Branford PD Bids branfordpdbid@downesco.com Verbal inquiries and any subsequent verbal responses will not be binding. Answers to questions will be posted via a formal addendum, notice of which is emailed to all vendors who have downloaded the bid through Smartbid. Extension of the RFI deadline may only be revised by written addendum. The RFI submission deadline is Thursday, October 17th, 2024 AT 12 NOON EST.
4. ALL BIDS FOR ALL BID PACKAGES ARE TO BE SUBMITTED BY MAIL OR VIA HAND DELIVERY IN SEALED ENVELOPES by the date and time indicated, after which time no further bids will be accepted. All bidders must include the Project Name and Bid Package Number & Description on the envelopes (Example –Branford Police Department – BP# 1.7.1
– Roof System). Bids received will subsequently be publicly opened and read aloud at the Branford Fire Headquarters, 45 North Main Street, Branford, CT 06405, Thursday October 24th at 2:30 PM.
5. The Town and its Construction Manager will conduct a pre‐bid meeting for this Bid on Thursday, October 3rd, 2024 AT 2:00 PM. Meeting will be held at 33 Laurel Steet, Branford CT 06405. In order to familiarize themselves with the work requirements, bidders are STRONGLY encouraged to attend the pre‐bid meeting, to determine the scope and requirements of the work as specified. Failure to attend the pre‐bid meeting will not relieve the successful bidder of any of the responsibilities of the contract.
6. This project is being performed under the Construction Management form of construction. With respect to this project, the Construction Manager is a representative of the Owner. Each Trade Contractor’s contract shall be with the Construction Manager.
7. ALL bidders will be required to furnish a 10% Bid Bond or Certified Check along with their bid. Performance and Payment Bonds (100%) will be required. Reference project documents for additional information.
8. THE PLANS, SPECIFICATIONS AND THE PROJECT MANUAL – BID DOCUMENTS (DOWNES PROJECT MANUAL, JACUNSKI HUMES PLANS AND SPECS) MAY BE OBTAINED BY CONTACTING DOWNES CONSTRUCTION CO., LLC 200 STANLEY STREET, NEW BRITAIN, CT 06050 AT BRANFORDPDBID@DOWNESCO.COM. Documents are expected to be available on or before September 26, 2024 via Smartbid Platform. Notice of Addenda will be sent to all vendors who downloaded the bid through Smartbid. Bids due dates may be subject to change via addendum.
9. QUALIFICATION STATEMENT – Any subcontractor bidding on this scope of work shall provide sufficient evidence of completion of at least (3) similar size/scope of municipal or state projects within the past 5 years. Refer to Downes ITB for more information.
10. The State of Connecticut Department of Labor and all associated statutes and regulations shall govern labor wages on this project. The successful bidder shall comply with applicable state and local laws and the State of Connecticut requirements.
11. Bidders are reminded that the Owner is exempt from Federal Excise Taxes as well as State of Connecticut Sales Tax to the extent allowed by law.
12. The “Supplemental Instructions” and all other special instructions shall be strictly followed by bidders.
13. The Trade Packages will be awarded to the lowest responsible bidder. However, the Construction Manager and Owner reserve the right to reject any and all bids or to waive any informalities, irregularities, omissions, or technical defects in the bids if deemed in the best interest of the project.
14. No bid shall be accepted from any person/company who is in arrears to the Construction Manager (or its subsidiaries and partners) and/or Owner upon debt, or contract, or who is a defaulter as surety or otherwise upon obligations to the Construction Manager and/or Owner.
15. All bids shall be held open by bidders for a period of ninety (90) days. No bidder may withdraw their bid during that period.
